Rick Capone of QCI told the Brimfield Board of Trustees that the township’s new Administration and Fire Station is substantially complete and occupiable but not fully closed out. "The building became substantially complete in November 2024," Capone said, and he reported "about 28 punch list and warranty items" remain. Capone said Rycon, the contractor, has agreed to return to address outstanding items and "provide another training session if the township desires that." He added that Moody Nolan is the official contract administrator while QCI is serving as the owner's representative.
Trustees and department leaders pressed for clarity about the warranty start and responsiveness from the contractor. Board members said they had experienced delays: the fire chief noted, "I've sat with no heat in my office for, you know, 4 months now," and asked how the township could document and recover those costs if Rycon did not complete repairs. Capone said warranty periods under the AIA contract typically start at substantial completion and that documented repair receipts could be used in negotiations or claim discussions if the township had to pay for repairs in the interim.
Capone also said a special roof warranty is still being processed and that QCI is confirming that submitted maintenance manuals and closeout submittals match contract requirements. The board is retaining final money until pending change orders (PCOs) and contract closeout items are resolved; Capone said punch-list work is expected to be finished in early January. He offered to coordinate system-training sessions with all trades and department heads.
The board did not vote on any contract changes at the meeting. Trustees said they will continue to press for documentation of contractor visits and for a negotiated resolution of outstanding PCOs before releasing retainage.
