Commissioners approve contracts, change orders and provider agreements in omnibus session

The Washington County Board of Commissioners approved a series of routine procurement and contract items during its meeting, moving a package of extensions, change orders and agreements that county staff said were necessary to continue projects and provide services.

Among the actions recorded: an extension for election-supplies contract with William Pemprint; Change Order No. 2 for the county's Project 25 radio system with Motorola Solutions Inc., adding $787,313.73 (including an earlier credited amount) for radios, network equipment, a shelter and a generator; Change Order No. 3 with JT Contracting for courthouse square shoring adding $190,589.48 funded through the bond; and a renewal agreement with Master's Touch LLC for generating and mailing real estate tax notices at approximately $18,368.15 annually (SEG 983–1116; SEG 1060–1076; SEG 1106–1116).

The board approved provider agreements for supportive housing assessments and related services totaling $745,000 for the 07/01/2025–06/30/2026 period; county staff said no additional county funds were required for those agreements (SEG 1383–1392). The board also authorized human-services partnerships and grant activity, including a partnership with a regional continuum of care for a cross-system analysis in which Behavioral Health and Developmental Services (BHDS) would serve as a pass-through entity for $8,000, and authorized submission of a Commonwealth Financing Authority application not to exceed $250,000 for the Mon Valley Wellness Center (SEG 1399–1431).

Other approvals included a wholesale partner agreement with the Greater Pittsburgh Community Food Bank to provide shelf-stable boxes, a one-year lease renewal with the borough of Canonsburg for the Canonsburg Senior Citizen Center at $400 per month, a maintenance and support agreement with Interaction Insight Corporation for a logging recorder ($22,153), and a license agreement with CCAT LLC for a radio site at $4,250 per month with a 3% annual escalation to be paid from 9-1-1 funds (SEG 1442–1510; SEG 1519–1525). The board also approved a professional-services contract for indigent defense (Paul Charles Snyder, $57,763) and agreed to labor contract renewals for SEIU-represented employees that include 3% annual raises.

Most items were moved, seconded and approved by roll call during the meeting. Commissioners said they expect some larger projects to return with additional change orders and that staff will continue to manage procurement and budget impacts. The meeting record shows votes were taken for each item; roll-call tallies are recorded in the minutes for audit and compliance.

These approvals conclude the board’s routine procurement and contracting business for the session; implementation will proceed under department managers and the county’s project managers.
