Westfield approves series of routine contracts and personnel revisions; consent agenda carries

At its regular meeting the City of Westfield approved a set of routine contracts, personnel changes and intergovernmental agreements that city staff said will support downtown planning, public-safety services and continued administration operations.
Highlights: Kevin Todd of Community Development presented a professional-services contract with Midwest Studios to build a 1" = 60' downtown model for display in the City Services Building to help residents visualize the downtown plan; the board approved the contract. Danielle Carey Tolan presented the Westfield Firefighters Association (Local 4416) contract, which the mayor described as competitive compensation placing the department among the top in the state; the board approved that agreement. The board also approved a contract to move annual wellness and fit-for-duty medicals to Hendricks Regional, minor 2026 personnel manual revisions (including PTO carryover limits and a return to 120 hours for National Guard/reserve leave), a Bridge Builders phase 2 strategy agreement to implement capacity modeling and training, and an MOU with Hamilton County to share partial costs of the First Due software used by fire services.
Each item was moved, seconded and approved by voice vote as presented; the consent agenda was approved in full. The meeting closed after department reports from fire, police and public works that highlighted call-volume trends, infrastructure project timelines and snow removal performance.
