The City of Westfield voted to approve a six-year agreement with Waste Management of Indiana for residential trash, recycling and yard waste services, city officials said.
John Rogers, director of enterprise development, told the board the administration followed a statutory request-for-proposal process, held a public hearing and recommended Waste Management as the responsive proposer. “The agreement will, be for 6 years,” Rogers said.
The contract drew attention for newly inserted performance metrics and remedies. Board members said they had noticed a decline in resident complaints and emphasized that the contract includes penalties tied to missed collections. A city staff member explained the procurement steps taken: draft RFP, public comment, final RFP, proposal evaluation, public hearing, negotiation and then a resolution for board approval.
Supporters said the contract gives the city longer-term predictability while allowing the city to hold the vendor to measurable standards. The board approved resolution 25-168 by voice vote, authorizing staff to finalize the agreement and move toward implementation.
The resolution formally selects the contractor and directs staff to complete contract execution; the city did not record individual roll-call votes in the transcript.
