Middleton council adopts library and transportation proclamations, updates building-code fee schedule and approves stormwater budget

At its Sept. 2 meeting, the Middleton Common Council unanimously approved proclamations designating September as Library Card Sign-Up Month and Sept. 29–Oct. 5 as a week without driving, adopted an ordinance updating local references to state building codes and fees, and approved a stormwater utility budget amendment and multiple consent items.
The Middleton Common Council on Sept. 2 unanimously adopted a slate of routine measures, including two proclamations, an ordinance updating local code references and fees tied to state building codes, a stormwater budget amendment and consent-agenda actions.
Marybeth Kolesi, a trustee of the Middleton Public Library Board, read a proclamation declaring September 2025 Library Card Sign-Up Month, praising libraries’ role in education and access and urging residents to register online. "Libraries play a crucial role in the education and development of students," Kolesi said when reading the proclamation. Alder Crow moved to adopt the proclamation; Alder Schaeffer seconded, and the council voted unanimously to approve it.
On transportation outreach, the council approved a proclamation designating Sept. 29–Oct. 5, 2025, as a week without driving to encourage residents and officials to test mobility alternatives and highlight gaps for non-drivers. The proclamation cites the city’s 2022 complete streets policy and a 2023 comprehensive plan as context. Alder Madden, speaking on behalf of the Pedestrian, Bike and Transit Committee, moved approval; Alder Myers seconded and the motion passed unanimously.
On regulatory and budget matters, the council approved on second reading an ordinance to amend sections 11.013 and 11.03 to incorporate adopted state building codes and to update the fee schedule in the municipal code; the motion passed on a unanimous voice vote. The council also adopted Resolution 2025-42, amending the 2025 stormwater utility budget for the Middleton Hills Southeast and Spring Hill projects after a motion from the Water Resources representative and a second from a councilmember.
The council handled its consent agenda, approving items 1–5 and 7–9 and pulling item 6 for separate consideration. Consent item 6 — a consent to collateral assignment of a development agreement for Conservancy Bend 2 Residences LLC — was discussed with one member recusing and was then approved by unanimous vote.
All recorded motions on the agenda passed unanimously during the meeting. None of the items taken up at this session produced a roll-call dissent, and no follow-up hearings or contested votes were scheduled on the items the council approved.
The council moved on to committee updates and community announcements after adopting the listed measures.
