Legal counsel Miss Boseman told the council that the version of the resolution provided with the published packet — Resolution 12‑22‑25 — was the only document properly before the body and warned that “this resolution does not serve a legal function as drafted” and could not be used to amend an ordinance. Counsel also advised that ordinances become effective under state law only after two public readings, traditionally separated by six days.
Ms. Sullivan moved to approve Resolution 12‑22‑25; after discussion the chair closed debate and called for a roll-call vote. Mr. Whitmire, Ms. Campbell, Ms. Sullivan and Miss Miller each recorded votes in favor. The chair announced the resolution adopted.
The meeting record shows earlier procedural corrections: council members corrected the agenda date from December 21 to December 23, 2025 before taking the consent vote. The council then proceeded to consider an emergency ordinance related to investigative procedures and safeguards for allegations involving the mayor or senior appointees.
