The Green River City Council voted to grant an extension allowing 307 Horse Racing LLC to keep its liquor license parked while the business completes renovations and becomes operational.
City staff (Speaker 3) explained that state statutes require a license holder to be operational within 12 months, and said 307 Horse Racing LLC has shown good cause — citing contractor delays and supply-chain issues — for an extension. The staff recommendation was written to allow up to a full additional year to avoid repeated return requests.
Councilman Williams said he opposed extending the license, saying he has driven by the site frequently and has not observed construction activity and that the applicant should finish renovations before the council extends the license. He said, “I’m not voting for it.”
A motion to grant the extension was moved and seconded; the transcript records the result as, “It passes 1 to 5 to 2.” The council then proceeded to other business. The motion as recorded in the minutes allows the license to remain parked at least through Jan. 22, 2027, consistent with staff’s reading of the statutes.
