Mina (Matt) Colta asked the California State Board of Pharmacy disciplinary petition committee to reinstate his personal pharmacist license during a Dec. 3 hearing. Colta was convicted in August 2020 on a felony charge of making materially false statements to federal agents during an investigation of TrueCare Pharmacy and admitted involvement in a scheme to pay referral fees.
Deputy Attorney General Christina Jarvis summarized the criminal background, court‑ordered restitution (noted in the plea agreement), and that Colta served federal probation (which expired April 22, 2025). She acknowledged verified continuing education and letters of recommendation in the petition packet and told the committee she would not take a position recommending for or against reinstatement but urged careful consideration and, if reinstated, a lengthy probation term with conditions including payment of any outstanding restitution.
Colta testified about hardship since revocation — bankruptcy, odd‑job work and driving for rideshare services — and said he had cooperated with law enforcement (including wearing a wire) to assist prosecution of others. He emphasized his desire to return to pharmacy practice to support his daughters and said he would comply with probation conditions if imposed. His counsel noted rehabilitation and urged the board to consider his petition.
The ALJ closed the record and submitted the matter to the board for deliberation in closed session; no decision was made public on Dec. 3.
