Rockingham County commissioners on Dec. 23 approved the county’s accounts payable list of $4,427,435.40 and voted to ratify a series of routine service contracts and purchases.
The county’s finance staff said the accounts payable total included about $1.3 million in catch‑up billing from a vendor referred to on the record as XO for August through October invoices and roughly $1.9 million for a scheduled bond principal and interest payment. “They finally submitted the August or October items to us to be paid,” finance staff said, explaining the mix of ACH/wire payments that fell outside the regular paper check run.
Commissioners approved the accounts payable motion after asking staff for a year‑over‑year comparison of new Sodexo food service invoices versus the prior vendor, Glendale, and whether Sodexo’s first bills aligned with the estimates made when the vendor began service. Staff said they would provide the requested trend and comparison data.
Separately, commissioners approved a USI Insurance Services renewal for excess workers’ compensation coverage at a $113,402 premium for calendar year 2026. Finance staff said the rate was held steady but payroll growth increased the premium roughly $13,000 versus the current policy year; staff characterized the new premium as lower than premiums in earlier years prior to 2024.
Other approved items on the agenda included: a contract amendment with Inovalon Provider Inc. adding $84 per month to continue Medicare file subscription services starting Jan. 1, 2026; a $9,000 strategic health care managed‑care consulting agreement; and the purchase of an OmniStand Dynamic balance system for $8,480.38 with a two‑year extended limited coverage option for $1,449.
All motions were moved, seconded and carried by the commissioners present; recorded roll‑call votes on several items were noted in the minutes as affirmative from Commissioner Tom Morello, Commissioner Coyle and the presiding commissioner. No amendments were adopted on those items at the meeting.
Staff said requested follow‑up materials — including the Sodexo vs. Glendale comparison and trend lines that informed budgeting decisions — will be provided to commissioners for review. The commission adjourned after completing routine approvals and departmental updates.
