Tim Foster of accounting firm Baker Tilly told the commission the spending plan is a state requirement that must be received and placed in council minutes and uploaded to the Department of Local Government Finance (DLGF) Gateway by Dec. 1. "The spending plan is requirement of state. It needs to be submitted before the council before December 1," Foster said. He added the plan does not require itemized line entries and that changes during the year can be reuploaded as a new PDF.
