Calimesa Council unanimously approves nonbinding MOU to pursue regional animal-control talks

Calimesa City Council on Dec. 15 voted unanimously to approve a nonbinding memorandum of understanding (MOU) that formalizes continuing talks with Beaumont, Banning and the Morongo Band of Mission Indians about a possible regional approach to animal-control services.
City Manager Cobol told the council the MOU is meant only to keep Calimesa at the table while options are evaluated. "This MOU is entirely nonbinding. There's no financial commitment, no obligation to form a JPA, and no commitment to change service providers," Cobol said, adding that "any future action would come back to this council for separate consideration and approval." Staff noted the city's current contract with Riverside County remains in place through June 30, 2028.
Council members who have participated in the ad hoc discussed shelter capacity constraints in Beaumont and Banning and said a regional approach could pool resources and potentially bring sheltering services closer to Calimesa residents. Council member Cundiff, who sits on the pass-area animal-control ad hoc, urged the council to move forward so the city "can make those decisions with these partnerships that we're forging." Several members said coordination could reduce costs and improve outcomes for the pass area.
The resolution to execute the MOU passed on a unanimous voice vote.
Next steps: the MOU does not change current service arrangements; any proposal that required funding, creation of a joint powers authority or a change in providers would return to the council for separate approval.
