DDA outlines downtown events, TIF spending and new projects in informational presentation

The Downtown Development Authority presented an informational report to the council describing downtown boundaries, funding sources and recent programming. DDA Chair Sue Parker said the DDA — established in 1988 and extended in 2011 — covers Ludington Street from Lakeshore Drive to Lincoln Road and is funded primarily through tax increment financing (TIF), with additional grants, rental income and donations.
Parker said downtown property values have seen modest increases but noted recent fires have affected short‑term growth. She described a strategic shift toward marketing and events, including the Log Jam Music Festival (10 music acts, lumberjack activities and vendors) and the addition of a portable stage to support programming. Parker said the DDA is in the final year of paying off a $500,000 city loan tied to the marketplace and has a $200,000 commitment for streetscape work in partnership with the city.
