Council approves special use permit for hotel‑terminal transit center; Bond Lane proposes intercity coach service

The Plano City Council approved a specific use permit Tuesday to allow a transit center station associated with a hotel at the northwest corner of Communications Parkway and Legacy Drive.

Christina Day, director of planning, said the request would allow limited bus loading and passenger operations as an incidental use to the hotel; stipulations require buses to access the site from specified streets, restrict storage and limit the number of buses at the site to one at a time. Staff noted the SUP runs with the land and would terminate if the hotel use ceases.

Alex Danza, founder and CEO of Bond Lane, described his company’s model of luxury intercity motor‑coach service that partners with hotels as terminals. Danza said the service would operate scheduled nonstop trips between Plano and Austin (initially) with multiple departures per day and that passengers typically pay for parking through the hotel; the company would not sell tickets at the hotel but use it for boarding.

Councilmembers asked about parking management, frequency, and operations; Danza said scheduled departures would include morning and evening runs and midday departures and that the hotel would manage parking fees. The council voted to approve the SUP by an 8–0 margin.

The ordinance includes standard SUP stipulations intended to limit nuisances and require the property owner to manage parking and operations in consultation with the city.
