Commission split on for‑profit boat‑race proposal; reluctant to subsidize event

One commissioner suggested requiring a balance sheet before granting subsidies; another said staff should limit the city’s in‑kind support to core permitting and minimal operational tasks.

Staff signaled it would approach such requests through the special‑event permit process and recommended that any discussion of a subsidy or policy for event support be planned as a broader policy conversation in 2026 to set clear parameters for when the city will subsidize events.
