Socorro council approves replat, event permit, sidewalk change order and mayor pro tem appointment

The Socorro City Council on Nov. 20 approved a bundle of routine but consequential items, including the second-reading adoption of a replat for the Horizon Park Unit 1 subdivision, an event permit for Rosario y Danza on Dec. 6, a sidewalk change order totaling $11,685.54 and the appointment of Councilmember Gina Cordero as mayor pro tem for 2026.
The replat ordinance for Horizon Park Unit 1 Replat B — a correction of lot lines for lots in a roughly one-acre, R-2 zoned portion of Horizon Park — was presented by City Planner Lorraine Quimiro, who said the replat corrects several lots that were under minimum required sizes. Planning staff recommended approval and the Planning & Zoning Commission had approved the request at its Sept. 16 meeting; the council moved, seconded and adopted the ordinance on its second reading.
Also on the regular agenda, the council approved an event permit for Rosario y Danza to be held Dec. 6, 2025, from 8 a.m. to 9 p.m.; staff noted the application included a traffic-control plan and letters of support, and the packet included 22 supportive signatures and two opposed. The council approved the permit by voice vote.
The council approved Change Order No. 1 for the Socorro sidewalk project (Project 24-09) to add approximately 1,050 linear feet of sidewalks on Liko Lane as part of Phase 5 at a cost of $11,685.54. Deputy City Manager Victor Bettis reviewed the change and answered council questions before the voice vote carried.
In a procedural action pursuant to Section 3.03 of the Socorro City Charter, the council nominated and voted to appoint Councilmember Gina Cordero as mayor pro tem for the 2026 year; councilmembers said the appointment takes effect at the next meeting. The council also voted to cancel the regular Jan. 1, 2026 meeting because of the New Year’s Day holiday; staff said they would call a special meeting if urgent matters arose.
Other routine actions included approval of the consent agenda and deletion of agenda items 30–32. The meeting recessed briefly and entered an executive session later in the agenda; after returning to open session the council voted to deny an application on agenda item 33.
