The council revisited consideration of terminating the memorandum of understanding (MOU) with Opportunity Stanislaus after members conducted follow‑up meetings with the organization’s staff and local partners.
Council members reported that the meetings produced additional detail on line‑item deliverables and activities that had not been communicated previously. Representatives from Opportunity Stanislaus acknowledged communications lapses and said they were taking steps to correct them. Councilmembers said that additional information — particularly about how Opportunity Stanislaus’s work aligns with the Riverbank Industrial Complex and existing investors — helped clarify some overlaps and deliverables.
One councilmember moved to pay the final year of the MOU while working with Opportunity Stanislaus on written amendments to better align deliverables with the city’s strategic plan. The motion was seconded and approved by roll call (vote recorded as 4 yes, 0 no, 1 abstain). Opportunity Stanislaus’ CEO attended and affirmed willingness to address the council’s concerns.
Council directed staff to involve members of the council in any amendments to ensure the revised MOU reflects Riverbank priorities. The item will return with proposed amendment language for the council’s consideration.
