Summary
City staff told the commission the winter shelter (Dec. 2'March 31) is operating at two sites with all beds filled and no wait list; referrals are made via outreach or partner agencies and intake includes assessment for medical needs and hotel placements for high-need clients.
City staff reported the winter shelter that opened Dec. 2 is operating at two sites and that current capacity is full, but officials said the program is accepting referrals through an intake and assessment process.
"All the beds are full at this point. But right now we don't have a wait list, at either site," said a city staff member who coordinates outreach and shelter placements, describing the program's two-site model: a congregate site and hotel rooms at High Wheel Flats (formerly Motel 6). Staff said Paul's Place provides eight beds and the city manages four hotel rooms, with two additional hotel rooms available for overflow supported by St. Vincent de Paul.
How to get help: The staff member said referrals are taken through the city's outreach team and partner agencies; the outreach email is houtreach@cityofdavis.org and outreach phone: (530) 761-2180. Staff emphasized shelter placements are by referral and intake, in some cases based on medical or age-related needs.
Respite center and holiday meal: The respite center will hold a holiday meal on Dec. 23, organized with Rotary and Heart of Davis; volunteers and donations should be coordinated through the Rotary. Staff said respite center hours remain 8 a.m.-4 p.m. Monday-Friday (2 p.m. Wednesdays for staff meetings) and that services continued despite a short staffing interruption.
Shelter demand and outreach: Commissioners asked why a formal wait list did not exist given reduced hotel capacity compared with previous years. Staff said some residents decline certain housing types (for example, shared congregate settings) or do not meet criteria for specific placements; staff also said Woodland's shelter and regional partners provide overflow capacity and that the city is seeing fewer new, out-of-town faces than in previous winters.
Point-in-time count: Staff reminded the commission the HUD-required point-in-time count occurs in late January and described outreach teams' methods; Davis typically requires fewer volunteers than larger jurisdictions but sometimes coordinates volunteer events for respite-center outreach.
