Sylvania City Council on Dec. 1 advanced and then approved Ordinance 106‑2025, amending the city’s planning and zoning code to allow carports in the R‑2 residential district under the special‑use permit provisions.
Council member Mary Westfall summarized the earlier public hearing and said the Planning Commission had reviewed the ordinance and unanimously recommended including carports in the special‑use section (§11.53.02). Law Director (referred to in the transcript as Freining and later Breining) told council the Planning Commission preferred making carports a special use rather than a permitted accessory, and that the draft before council contained a typographical error in dimensions: "the width was 10 feet rather than 18 feet." The law director said a revised ordinance correcting the dimensions and inserting carports into the special‑use subsection can be placed on a future agenda if council prefers.
Council moved to advance the legislation following the public hearing; Mr. Hansen moved to advance and Mr. Hainan seconded. Later in the meeting a council member identified as "Mister Hingham" read the ordinance by title and moved for adoption as an emergency measure; council approved the ordinance by voice vote.
The change makes carports in the R‑2 district subject to special‑use review, allowing council and the Planning Commission to consider neighborhood context and public input before a permit is granted. Council members said the special‑use approach will allow case‑by‑case review, which members argued is useful where carports may be in highly visible locations.
