Normal Council approves omnibus consent items, rooftop solar special use and manager employment amendment

The council approved an omnibus consent package that included: minutes from the Nov. 17, 2025 meeting; receipt and filing of the town’s expenditures through Nov. 26, 2025; a resolution authorizing execution of an agreement with the Illinois State Historic Preservation Office to conduct Community Development Block Grant (Section 106) environmental reviews; a contract award to J. Spencer Construction LLC for flooring at the Children's Discovery Museum in the amount of $168,800; and an ordinance setting the time and place for a public hearing on the Uptown Tax Increment Finance (TIF) District redevelopment plan.
Council then considered an ordinance granting a special‑use permit to install roof‑mounted solar panels at 1209 South Avenue. A motion to approve was moved and seconded; roll call produced unanimous ayes and the permit was approved.
Council also voted on a resolution amending the employment agreement of municipal manager Pamela Sritz. Councilmember Lorenz said she would vote "no," calling the proposed increase — which she referenced as 4.8% — excessive compared with the consumer price index (about 3%) and recent collective bargaining increases (about four percent averaged over four years). The roll call showed four recorded ayes and one no; the resolution passed.
Quotes from the meeting reflected both procedural business and a concern about staff compensation. "I will be voting no, because of the amount I believe is excessive in light of the fact our employees are tied to CPI," Councilmember Lorenz said.
Next steps: the Uptown TIF ordinance sets a public hearing date (time and place to be determined by the ordinance), and the contract award to J. Spencer Construction LLC moves forward under the town’s procurement process.
