The bill’s sponsor said the money would be deployed to help residents who face imminent disconnection, allowing Heat Up Saint Louis to make same‑day reconnections with Ameren and other utilities. Gentry Trotter of Heat Up Saint Louis testified the prior contract funds had been exhausted unusually quickly because of tornado impacts, unemployment and high need, and that the group provides rapid turnarounds for reconnecting utilities.
Committee members thanked Heat Up and moved the bill with a due pass recommendation; the committee called previous role and the bill passed out of committee without recorded objection. Members signaled openness to a small floor change to the appropriation amount if committee sponsors choose to amend it before the full Board vote.
The committee recommended the appropriation be routed to the Finance/Recovery Office for implementation and requested a follow‑up report on disbursement and use once funds begin to be spent.
