Committee advances electronics-retail concession amendment tied to terminal plan

The Transportation & Commerce Committee voted Dec. 16 to send a second amendment to the electronics retail concession agreement with HG Saint Louis joint venture 2 out of committee with a due-pass recommendation.
Robert Solerano, airport properties division manager, said the electronics retail agreement is a separate legal entity from the news-and-gift concession but involves the same legal partners. He told the committee the amendment and extension are closely tied to the airport’s proposed terminal redevelopment and that the concessionaire currently operates four retail locations at the airport. "This minimum annual guarantee is at $375,000," Solerano said. He explained that if the airport proceeds with redevelopment and the operator’s largest Terminal 2 location and other concourse units are closed, the MAG could effectively decline toward zero because most revenue-producing units would be removed.
Solerano said the amendment would take effect Feb. 1, 2026. He gave a tentative schedule tied to the redevelopment: an A Concourse closure around 2027 and a C Concourse closure around 2029, but he emphasized those dates are connected to the larger redevelopment schedule and not final.
Committee members expressed support and interest in the retail concepts and asked for timeline clarity. Alderwoman Schweitzer and Alderwoman Cox (as recorded) offered positive remarks about community-themed marketplace concepts. A motion to pass board bill 117 with a due-pass recommendation was made and, after invoking the previous rule with no objection, the committee passed the bill out of committee.
The measure will move to the full Board for consideration; staff said they will continue to coordinate timing information related to terminal redevelopment.
