Mister Summers, presenting the policy, said it is a PSBA‑recommended addition to Policy 122 and mirrors the federal Equal Access Act’s requirements that student groups meeting on campus not be discriminated against. "The Equal Access Act is a law that was passed...designed to ensure that student groups meeting on campus, are not discriminated against," Summers said, adding the district would identify available spaces and may impose reasonable requirements on students who wish to use them.
The policy, Summers and other administrators said, applies regardless of a group’s religious, political or philosophical content and is intended mainly to ensure parity when a student group seeks to meet on campus. Summers said the district would intervene only if a group caused a "substantial disruption" to educational operations.
A board member asked how many sanctioned student clubs the district currently has; a staff speaker said the district maintains roughly 80 recognized school clubs, though that number can change as new groups form.
During public comment, resident Lanier Lansdale asked whether outside advisers for non‑school groups would be required to submit to background checks. A district staff member replied, "So the answer to that is definitely yes," explaining that adults who will have routine interaction with students must have required clearances. The staff member added visitors who do not meet the volunteer/regular‑interaction definition may be subject to screening through the district’s Raptor system.
After discussion, the committee chair asked for a motion to move Policy 122.1 forward. A motion and second were made and members voted in favor by voice; the chair announced the motion had passed and the policy will go to the board action meeting for first reading. The committee noted the policy’s language leaves assignment of a supervising district employee to the superintendent or designee as discretionary rather than mandatory.
The committee also confirmed there was no student representative report. The chair said the next policy meeting will be held in 2026 and dates will be posted on the district website. With no further business the meeting was adjourned.
The proposed Policy 122.1 will return to the full board at its action meeting for a formal first reading and any subsequent votes.
