APS policy committee asks administration to update charter procedural directive; statutory edits to go on consent agenda

At its Dec. 1 meeting, the Albuquerque Public Schools Board of Education Policy Committee asked district administration to update the procedural directive that governs charter school applications and reauthorizations rather than change Board Policy KC itself.
The move, framed as a procedural choice by committee members, came after board member Courtney Jackson said many of the proposed changes were operational and “better suited to be within a procedural directive instead of within policy,” and urged the superintendent to review and incorporate relevant items into the directive. District staff confirmed the directive was last updated in 2016 and said it needs revisions to reflect the district’s current review teams and performance framework.
Why it matters: committee members said keeping governance-level policy broad while placing operational details in a procedural directive will give the board clearer oversight while allowing administration to manage application and review processes. Committee members also asked that technical updates to statute citations and administrative-position references be placed on the full board’s consent agenda rather than requiring a separate policy reading.
Key actions and votes: earlier in the meeting the committee adopted the Dec. 1 agenda and approved minutes from the Nov. 3 meeting by roll-call votes. For both motions, board member Courtney Jackson moved and a board member recorded in the transcript as Tom Morito seconded; roll-call responses recorded Reynaldo Tomorito, Courtney Jackson and Heather Benavides as voting yes for each measure.
District staff said any substantive policy language would remain unchanged at this time. Miss Martinez pointed the committee to legal updates listed at the end of the KC draft and asked those references be maintained during the revision process. Doctor Blakey (administration) said technical cross-reference changes consistent with the New Mexico Charter Schools Act and administrative-position updates could be handled on a consent agenda and would not require another first/second read if they are purely clerical.
The committee did not take a formal vote on changing Board Policy KC; members agreed to move forward by asking administration to prepare an updated procedural directive that incorporates the committee’s suggestions and to submit technical statutory updates on the consent agenda for the full board. Chair Benavides adjourned the meeting at 5:35 p.m.; the next policy committee meeting was expected after the new board is seated in January.
