Andrew Delgado, Codington County’s emergency management coordinator, briefed the commission Dec. 2 on preparedness activities, interagency coordination and recent response work. Delgado said the county completed a local capability assessment questionnaire and held a winter route closure refresher with DOT and sheriff’s offices to identify routing and resource issues.
He described communications upgrades in the emergency operations conference room — including a new monitor and cable — and said donated supplies (pillows and blankets) were being distributed in coordination with neighboring jurisdictions. Delgado also noted ongoing planning for a county safety conference and closer coordination with search‑and‑rescue teams.
Delgado and the board discussed a recent vehicle submerged incident that required search and rescue; officials praised the response and said the extracted occupant was brought to shore by first responders. Commissioners thanked search‑and‑rescue personnel for their work.
Delgado said he will continue working with partners to refine winter routing, resource staging and public communications ahead of the winter season.
