Engineer Mark Yunker of Banner briefed the commission on three bridge hydraulic studies and associated design-exception documents required by the South Dakota Department of Transportation. The county authorized the chair to sign the design-exception packets for bridge 15‑154‑080 (design speed and headwater exceptions), bridge 15‑171‑044 (25‑year headwater elevation exception over the Big Sioux River) and bridge 15‑215‑230 (overtopping-frequency exception). On finance and contracts the commission approved claims that included a jail-construction payment to Beggenhauer Construction for $473,003.58 and a payment to Architect Inc. for $6,008.81 (total reported $480,002.39). The body also approved a lodging claim in the consent batch and payroll/salary warrants totaling $815,008.44 as presented in the packet.
Personnel and other administrative actions included authorization to advertise and hire a full-time deputy in the sheriff’s office to fill a vacancy, and a one-year agreement to continue partial reimbursement of the county CVSO salary by the South Dakota Department of Veterans Affairs (reimbursement for communities 20,000–50,000 population listed as $4,812.50). The commission approved two tax refund/abatement requests (record #19211, $257.18; record #20057, $22.02).
