Gahanna council approves bridge decking contract, CIC agreement and utility-rate ordinance

Gahanna City Council on Dec. 1 approved several items in brief votes following the public hearing portion of the meeting.
Bridge decking contract: Council adopted Ordinance 52-2025 to waive formal bidding under Gahanna Code §133.02(c)(6) and to authorize the mayor to enter into a contract with Tyveco Inc. for replacement of the Big Walnut Trail bridge decking. Council moved to suspend rules and waive second reading; the motion passed on a unanimous roll call. The subsequent motion to adopt the ordinance also passed unanimously. The council president noted the ordinance was updated to reflect the contractor recommended by the administration and that the item had appeared previously in committee without a contractor identified.
CIC agreement: Council adopted Resolution 56-2025 authorizing the mayor to execute a one-year agreement (01/01/2026–12/01/2026) with the Community Improvement Corporation of Gahanna to promote and encourage economic activity. The item was originally introduced as an ordinance and was presented to council as a resolution with a redline agreement attached to the Legistar file; the city attorney confirmed she had reviewed the redline.
Consent agenda and other ordinances: The consent agenda was approved on a unanimous roll call. It included Ordinance 51-2025 (establishing utility rates and amending related provisions of Part 9, Title 3 of the Gahanna codified ordinances). Council also received first readings of Ordinance 49-2025 (FY2026 appropriations) and Ordinance 53-2025 (authorizing up to $15 million in economic development/refunding revenue bonds for the Columbus Academy project), which are scheduled for second reading and potential adoption on Dec. 15.

What happens next: Ordinance 49-2025 and Ordinance 53-2025 were introduced for first reading and return for a second reading and possible adoption on Dec. 15. The Tyveco Inc. contract for the Big Walnut Trail bridge decking will proceed under the terms of Ordinance 52-2025.
