Codington County approves renewal of East River Electric franchise

An East River Electric representative described the cooperative’s history, service territory and facilities and asked the Codington County Board of Commissioners to renew its 2006 franchise agreement. After a short public hearing and a supportive comment from a local county official, the board approved Resolution 2025-2023 renewing the franchise.
The presenter said East River serves roughly 160,000 members across a multi-county territory and operates transmission lines and substations that deliver power to local distribution cooperatives. "What we're looking for today is just a continuation of our 2006 franchise agreement with Codington County," the representative told the board.
Unidentified county manager Dave, who spoke in support, told commissioners the cooperative provides essential day-to-day power: "We rely on—we serve, day in and day out, every day...we wouldn't have the lights and the power that we need to deliver," he said.
Following the public hearing, the board moved to approve the franchise resolution. The motion to adopt Resolution 2025-2023 was made by John and seconded by Commissioner Schwier; the board voted in favor and the motion carried. No members of the public spoke in opposition during the hearing.
Next steps: the resolution authorizes county staff to finalize any administrative paperwork necessary to effect the franchise renewal. The county did not record additional conditions or contingencies in the motion.
