McAllen commission approves consent agenda, awards multiple contracts and a traffic board appointment

Staff described the largest contract as the purchase and installation of an inclusive playground at El Rancho, a project estimated at about $760,000 with a $250,000 match from Hidalgo County. Commissioners moved and seconded approval and the motion carried.
The commission also approved awards for geotechnical engineering and construction materials testing contracts, replacements for agreements last negotiated in 2022. Staff said the new contracts represent roughly a 3% increase in fees compared with 2022; commissioners asked about a recent state law that in limited circumstances allows developers to hire independent reviewers. City staff offered to present more detail in January.
At the meeting the commission authorized staff to negotiate with the two top-ranked firms for general engineering services at McAllen International Airport (Tate Dawson Consulting Engineers and Short Electric Hendrickson) under FAA Airport Improvement Program guidance; staff said it had been coordinating with the FAA and will return with master contracts if negotiations are authorized.
Manager’s reports included a nomination by Commissioner Haddad and a confirmed appointment of Javier Solis to the Traffic Advisory Board.

Jorge Jimenez of Jimenez Logistics, a program donor, said, “It is an honor and a privilege … to partner with the City of McAllen to be able to give back to those children, those families that are in need.” Mario Liscano of DHR Health said his organization was “very happy to continue to work collaboratively with not only the city of McAllen, McAllen PD, but its surrounding areas.”
What happens next: staff said the airport master contracts and additional details on developer review law will be brought back to the commission at a January meeting.
