Lake Stevens civil service panel authorizes temporary chief examiner appointments

Commissioner Ray Mitchell, chair of the Lake Stevens Civil Service Commission, moved that the commission "authorize a human resources director to appoint a temporary chief examiner slash secretary to fulfill the duties of the chief examiner slash secretary during periods of absence or unavailability" (SEG 022-028). He said the appointment "shall be limited to the duration of the absence and shall ensure continuity of civil service operations including but not limited to examination administration, record keeping and communication with the commission" (SEG 029-033).

Commissioner Brian McManus seconded the motion (SEG 037). When asked for a vote, the commission signaled approval and the chair declared the motion passed (SEG 038-040). The motion assigns the authority to the HR director to appoint a qualified HR staff member to serve temporarily in the chief examiner/secretary role while the regular examiner is absent.

The action is procedural and intended to maintain continuity of civil service processes such as test administration and recordkeeping; it does not by itself change hiring standards, pay, or permanency of any position. The motion states the appointee "shall be qualified be a qualified staff member of the human resource department" (SEG 034-035). The commission did not specify a named interim appointee during the meeting.
