Council delays one land purchase, approves gift acceptance and budget transfers

The Anne Arundel County Council on Dec. 15, 2025 held Resolution 3,425 (advanced land acquisition funds for two properties) until Jan. 5, 2026 to allow staff to complete Phase 2 environmental site assessment work for the Shipley property and to finish due diligence. Administration officials said the Shipley owners agreed to extend the due-diligence deadlines; the Phase 2 report was expected by Dec. 22 (staff comment) and the closing date for Glebe Heights was being moved to Jan. 26, 2026.
At the same meeting the council approved Bill 9,025 (an ordinance authorizing acceptance of a partial gift of a 68.27-acre parcel from Glebe Bay LLP intended to expand an adjacent park and for a bus facility), voting 7–0. Chris Daniels, Real Estate Manager, said the county is accepting the partial gift because it is below assessed value (about $960,000 less than assessed value, as described by administration) and that the county code (section cited in the meeting) requires council approval for acceptance of gifts of real property.
Separately, the council unanimously passed Bill 89-25 transferring funds and making supplemental appropriations, including $96,100 from the Video Lottery Local Impact Aid Fund to community grants and a $38,075 supplementary appropriation for the South River Heights Special Community Benefit District. The bill also moved $1,100,000 from the CAO contingency fund to Finance non-departmental as PAYGO funding pending a future capital appropriation and the resolution to acquire property.
What’s next: Resolution 3,425 will return for council action on Jan. 5, 2026 after completion and review of the Phase 2 environmental site assessment. The ordinance accepting the Glebe Bay partial gift has passed and the administration expects to finalize closing dates in January.
Ending: The council paused one advanced-acquisition approval to ensure environmental due diligence is complete, approved the partial-gift ordinance for park expansion, and passed related budget transfers so funds can be available pending final acquisition decisions.
