Commission debates jail boiler and HVAC repairs, questions long‑term contractor’s performance
Summary
Commissioners reviewed jail boiler and HVAC repair invoices (an initial troubleshooting invoice of $4,291 and a total chimney repair estimate near $11,000), discussed negotiating itemized charges, and raised concerns that the county’s long‑term contractor had not performed required inspections; the board directed staff to require proof of inspection before payment and to consider replacement when contract term ends.

Granite County commissioners spent significant time Dec. 9 reviewing the county jail’s boiler and ventilation work and related contractor performance.
Custodial staff reported the boiler is running but still requires work; attendees reviewed an on‑site troubleshooting invoice of $4,291 and an estimated total bill near $11,000 that would include chimney liner installation and additional repairs. One speaker said the invoice lumped charges together and asked for a more itemized breakdown, while others urged negotiating to secure better pricing or include the work under an annual contract.
The meeting shifted to concerns about the county’s long‑term inspection contractor, Johnson Controls. Multiple commissioners and staff said they had not seen the contractor perform assigned annual inspections consistently. One participant argued against litigating the contractor and recommended keeping them on the contract while demanding evidence of completed inspections before any payment: “If they don’t do it, then they don’t get they don’t get paid … Make sure they do it before you guys approve a payment for them.” Another participant suggested waiting until 2027 to transition to a new vendor to avoid litigation costs.
The board asked staff to negotiate clearer, itemized invoices, require proof of inspection before approving payments to the existing contractor, and to review replacement options before contract renewal. The commission tabled some custodian personnel/contract items for a future meeting when all commissioners are present.
