Public asks for airport records and receipts as county prepares Beacon test

Public commenter Jack Foster told the Granite County Commission Dec. 2 that the airport board does not record its meetings and that the county should consider making recordings or otherwise preserving meeting records. Foster asked the county to request an Excel spreadsheet and vendor receipts related to a Montana Department of Transportation Beacon project that he saw as a screenshot but could not find in clerk records.
Foster said the Master Plan estimate (presented in prior work) projected as many as about 2,000 flights per year since 2018 but that local observation suggests far fewer flights; he recommended a sign-in logbook to better verify traffic counts and the identities of users.
Commission staff and commissioners responded that detailed expenditure reports and claims normally come through the clerk and recorder’s office and that any grant receipts or project spreadsheets should be filed with the county. Staff noted the Beacon project posting date (09/24) and clarified some payments may have been processed in earlier fiscal years; commissioners said they would follow up with the airport board and ask Donovan (airport board contact mentioned in meeting) to supply the spreadsheet and receipts to the clerk so the files are available to the public.
No formal audit or vote was taken at the meeting; commissioners instructed staff to attempt to obtain the requested documents and to coordinate with the airport board and clerk’s office.
