McAllen completes Balboa Acres slough improvement to reduce neighborhood flooding

City of McAllen engineering director Eduardo Mendoza announced completion of the Balboa Acres Slough Improvement Project, saying the work will reduce the risk of flooding in nearby homes and streets.
Mendoza said the upgrades are part of the city’s broader effort to strengthen its drainage network and lessen the impact of severe weather on neighborhoods. “The Balboa Acres upgrades are an example of how strategic engineering and smart design can deliver reliable automatic protection for our community,” he said.
He described the core technical change as the replacement of 50 manually operated sluice gates with modern check valves. “These new check valves will prevent backflow during heavy rain events, reducing the risk of flooding in homes and streets nearby,” Mendoza said. City staff also upgraded the headwall and spillway and installed erosion-control measures intended to improve long-term stability and performance of the drainage system.
