Council discusses demolition process, owner consent and challenges clearing blighted properties

Council members and staff spent substantial time discussing the city’s code-enforcement approach to blighted properties and the operational hurdles to removing unsafe structures.

One councilmember said the city should provide code enforcement with batches of properties — "give me at least 20 properties" — and then rotate smaller groups to enforcement teams to speed progress. The same speaker also said the council had identified savings and that an entity is asking for an additional $75,000 to complete related work.

Staff explained the demolition process requires owner consent or a legally sufficient authorization before the city can be on private property. City staff advised that when contractors perform work without a clear, owner-signed authorization to alter the paying party, the city cannot simply substitute payees or make payment absent corrected documentation.

Council and staff also discussed administrative options used under previous administrations and the need to advertise for special or called meetings when required by law. One councilmember urged adding enforcement teeth, saying nuisance operators repeatedly contribute to blight and that the city must ensure code enforcement has authority to act.

Speakers acknowledged securing property access and confirmed that getting proper signatures from owners or authorized agents remains "the hardest part of the process." Council directed staff to prepare clearer procedures and return to the council with options for streamlined intake and contracting in order to accelerate blight remediation.
