To avoid procedural complications tied to waivers or emergency measures, the city attorney and councilmembers agreed it would be appropriate to authorize the contract via resolution rather than an ordinance. Council directed staff to return with a resolution on the Dec. 1 agenda and promised revised contract language addressing an outdated clause tied to TIF administrative expenses.
Council also asked staff to review a clause in section 3.1 about TIF administrative expenses and to provide an amended version of the contract by Wednesday ahead of the Dec. 1 meeting. No formal vote was taken on Nov. 24; budgetary appropriations will be decided during the upcoming budget readings and public hearing.
