Summary
The Town of Goshen Planning Board approved six‑month extensions to 06/18/2026 for three projects — Millmar Food Group, 69 Celery Avenue (SM Sales), and Marty Martens Holdings LLC — allowing applicants more time to finalize stormwater and site requirements before plan sign‑off.
The Town of Goshen Planning Board on Dec. 18 approved three separate six‑month extensions for pending conditional approvals to allow applicants additional time to complete stormwater, driveway and health‑department requirements.
Officials granted the extensions after staff read formal letters from project engineers. A 12/08/2025 letter from Langan Tully Engineers asked that Millmar Food Group/Upstate States Corporation be given an additional six months to confirm final plans and allow the town engineer to resume review. Staff said the applicant previously revised stormwater pollution prevention plans (SWIP) and submitted updated reports but had paused review to consider alternatives.
Board members noted the history of prior extensions and discussed the mechanics and limits of further extensions under the town code. The board also accepted a written request from engineering and surveying properties to extend conditional final approval for 69 Celery Avenue (formerly SM Sales) to 06/18/2026 while an owner–tenant dispute is resolved. Separately, MJS Engineering requested and the board approved an extension for Marty Martens Holdings LLC to 06/18/2026; staff reported the applicant has obtained a driveway entrance permit, constructed a culvert and is finalizing the SWIP so a well‑drilling rig can access site testing required by the county health department.
Motions to grant the extensions were moved and seconded during the meeting and were carried by voice vote. The board recorded ayes for each motion and noted objections or questions where voiced during discussion.
Next steps: Applicants must continue to work with the town engineer and submit any outstanding materials; the extensions preserve the existing conditional approvals through 06/18/2026 but do not remove permit conditions that must be satisfied before plan signing or certificate of occupancy.
