Woodlawn council approves package of ordinances and resolutions, including fire and recreation fee changes

At its Dec. 16 meeting the Village of Woodlawn Council unanimously passed ordinances revising fire and recreation fee schedules, temporary appropriations and pay-step changes, and approved resolutions on planning, IT services and employee benefits.
The Village of Woodlawn Council on Dec. 16 passed a package of ordinances and resolutions that will change local fee schedules, update appropriations and authorize contracts for planning, information technology and employee benefits.
Council adopted Ordinance 26-2025 to revise the Woodlawn Fire Department fee schedule and immediately declared an emergency to make the fee changes effective. Council also passed Ordinance 27-2025 to revise the Woodlawn Recreation Department fee schedule and declared an emergency for that measure as well. Both ordinances were approved on roll-call votes with all members recorded as voting "Aye." "Motion been moved and properly seconded," the mayor said during the roll calls.
The council approved Ordinance 28-2025 setting temporary appropriations for current expenses and other expenditures for the fiscal year ending Dec. 31, 2026, and passed Ordinance 30-2025 amending appropriations for the fiscal year ending Dec. 31, 2025. Ordinance 29-2025, amending the police and fire step ordinance, also passed by roll-call vote and included an emergency declaration.
In resolutions, the council authorized the municipal manager to execute a contract with the Hamilton County Regional Planning Commission for development review and zoning services (Resolution 35-2025); declared intent to conduct internet auctions for sale of surplus village property in 2026 (Resolution 36-2025); authorized an agreement with Next Step Networking for information technology services (Resolution 37-2025); and authorized contracts for life, vision and dental coverage (Resolution 38-2025). Each resolution passed on roll-call votes with aye votes recorded from the members present.
None of the ordinance or resolution votes recorded any no votes in the transcript. Recorded roll calls show Mayor Poole and councilmembers Esther Boyd, Rosemary Brown, Cindy Chandler, Pamela Fitzgerald, Robert Lawson and Michelle Starr voting in the affirmative on the listed items.
The council’s passage of temporary appropriations and amendments to prior-year appropriations sets the spending framework staff will use during the coming fiscal period. The council did not debate the measures at length during the meeting; motions to suspend the rules were made before the roll-call votes in each case.
The municipal law director noted no outstanding legal items and the council concluded its legislative business, offering holiday thanks to staff before adjourning.
