Woodfin adopts Buncombe County Healing Recovery Plan (Envision Buncombe) by ordinance

The Woodfin Town Council on Dec. 16 voted to adopt the Buncombe County Healing Recovery Plan, known as Envision Buncombe, treating it as a land‑use plan under North Carolina General Statute Chapter 160D so the document is adopted by ordinance.

Town Manager Sean Tuck reviewed the plan’s purpose, saying it is “a road map for the next 5, 10, 20 years” to restore infrastructure, revive the economy and improve resilience after Hurricane Helene. He noted the plan is FEMA‑funded, was developed with municipal and county participation, and includes 17 recovery projects identified through public input and municipal sections tailored to each community.

During the required public hearing Ken Bremen of the Sierra Club urged council support, saying resilience will be critical for future storms. Councilmember (mover) then moved to approve the ordinance, citing consistency with Woodfin’s comprehensive plan and local goals; the motion was seconded and approved by voice vote with all members saying “yes.”

Tuck and other staff emphasized that adoption does not carry automatic funding or binding obligations: "There's no funding attached," he said, and the plan serves as a nonbinding long‑range guide that municipalities can follow, modify or prioritize as they see fit.

The council and staff encouraged residents to review the plan’s project pages for details on purpose, expected outcomes, implementation considerations and potential partners. Municipal staff will continue coordination with Buncombe County and other participating towns.

The ordinance vote completes Woodfin’s formal action to participate in the countywide recovery planning effort.
