Knox County commissioners approve bid advertisement, equipment purchases, broadband permits and inter-county childcare agreement

The Knox County Board of Commissioners on Dec. 23 approved a slate of routine but consequential administrative and procurement items including a legal advertisement for bids on the Knox County Business Center project, equipment authorizations, procurement awards and multiple utility permits to expand broadband service.

Commissioners authorized advertising a legal notice and invitation for bids for the Knox County Business Center project — described by staff as a transit facility that will include additional uses — with bids anticipated at about $2.5 million and a bid-opening date set for Feb. 3. "It's kinda hard to believe we're finally getting something off the bid on that project after 5 years," an official said during the item, and the board approved the advertisement by voice vote.

The board also approved a resolution to set the permanent assessment base for the north branch of the Fourth Creek Ditch. County staff cited an engineer's estimate for excavation, clearing, seeding and related work of $285,960.35 and adopted a 20% cap on assessments equal to $57,001.92.

On equipment, the board rescinded and replaced an earlier resolution (2025-244) authorizing purchase of a piece of equipment and authorized a new purchase. Staff explained the county will acquire a different piece than previously authorized and noted trade-in credits. The transcript records a quoted vendor quote of $86,000 and an apparent net paying price of $43,000 after allowances; officials indicated a $12,000 trade-in applied to a John Deere unit.

The Knox County engineer presented a letter of intent to purchase a snow and ice control truck equipment package from Henderson for $132,292.54 under an NPP government contract; the board approved the purchase authorization.

Staff brought multiple utility-permit items to facilitate broadband expansion; the board approved permit requests from Mercury Broadband for work on Amity Road, Daniels Road, Snively Road and other locations across Pike and Brown townships and nearby Danville and Fredericktown. Commissioners noted continuing broadband expansion into Pike and Brown townships.

Finally, the commissioners approved a memorandum of agreement between the Knox County Department of Job and Family Services and Licking County Job and Family Services to provide childcare provider licensing and inspection services, investigations, training and outreach; the agreement requires signatures from all three commissioners.
