Board approves after‑the‑fact shoreland variances for Engman property on Big Stony Lake

The Hubbard County Board of Adjustment on Thursday approved two after‑the‑fact shoreland variances for a property on Big Stony Lake, finding the lot’s shape, wetlands and a protective berm limit alternatives and that the structures pose minimal risk to the lake.

The board opened variance application 62V25 by Thomas and Teresa Engman (Lot 15, Silver Sands, Big Stony Lake). No applicant appeared; public comment was opened and closed with no speakers. Ken, a board member, said the lot is “constrained in location because of the lot size, shape, and the wetland” and noted “there’s a heavy berm along the entire shoreline, which pretty much protects, from runoff.” Veronica, who conducted the lot view, said the shed and deck have “been there for years” and that she was “okay with leaving it in its place.”

Board members discussed photos that showed deck pieces in different positions and agreed the deck should be fixed in the location shown on the site plan so it not be moved around in the future. Ken moved to accept the two after‑the‑fact variance requests with the condition that the deck/dock remain “where it is showing in the application” and read the proposed findings of fact, which cited minimal impact to the lake and the constrained nature of the lot. Larry seconded the motion. The board voted unanimously to approve.

The board’s approval is limited to the relief requested in the application and includes the condition that the deck remain in the approved location; staff will follow up as needed under Environmental Services procedures. The board proceeded to consider the next agenda item at the end of the vote.
