Council accepts AB 1600 development impact fee report for FY2021–2025

The Los Banos City Council accepted the AB 1600 development impact fee (DIF) report covering fiscal years 2021–2025 at its Dec. 17 meeting.
Finance Director presented the report’s purpose and statutory requirements under California Government Code provisions governing development impact fees. Staff summarized fee categories tied to specific capital projects — fire facilities, police facilities, parks and recreation, water, sewer, storm drainage, traffic and general government — and noted that some funds contain deposits older than five years but that planned projects have been identified for those funds (for example, fire: planned EOC station construction; water: Well No. 16 and Chromium-6 treatment; sewer: treatment plant rehabilitation and 36-inch trunk-line extension).
Staff recommended council accept the report; the public hearing was opened and no speakers came forward. Council voted by voice to accept the AB 1600 report. Finance staff noted that all fees remain restricted for their intended capital purposes and that there were no fees requiring reimbursement under AB 1600.
