Council adopts updated emergency operations plan to align with state and federal standards

The Los Banos City Council voted unanimously on Dec. 17 to adopt Resolution 7,034, approving the revised 2025 Emergency Operations Plan (EOP) and associated annexes.
Fire Chief Paul Twala presented the update and said the plan modernizes hazard identification, evacuation and sheltering procedures, continuity-of-government protocols and reimbursement alignment with state and federal standards. He explained the update began in 2023 with county coordination and consultant support and included local staff workshops and on-site reviews to tailor the plan to Los Banos.
Chief Twala noted the plan strengthens citywide preparedness by clarifying roles, improving interoperability with the county Office of Emergency Services and supporting eligibility for federal or state disaster reimbursement. He also said the city will continue work on an aligned hazard-mitigation plan, with anticipated adoption in early 2027.
Council members praised staff work and cited recent heavy rains and flooding experiences as reminders of the need for a current plan. The council adopted the resolution by voice vote; the chief said staff will continue exercises and implementation steps, including municipal-code updates related to emergency activation procedures.
The resolution was approved by voice vote during the meeting; council directed staff to proceed with implementation steps and further coordination with the county.
