Students and residents urge study of city–county alignment and more county services for unhoused residents

"A more unified framework could help streamline information and flow and strengthen collaboration where it's needed most," she said.
French framed her recommendation as exploratory and urged the commission to continue examining feasibility without committing to structural change now. She listed potential benefits such as faster communication among infrastructure, public‑safety and development agencies and shared planning to reduce duplication.
Later in the public comment period, Christine McNamara urged the commission to take action after recent pedestrian deaths and to improve services for people experiencing homelessness. McNamara cited an absence of county‑run shelters and said existing services are run by ministries, not by the county, adding that vulnerable residents appear overlooked. She also raised accessibility concerns for families with children with disabilities, saying Montgomery County lacks a public restroom with a changing table that can accommodate her son.
Neither French nor McNamara proposed a specific ordinance or budget appropriation; both asked the commission to study options and prioritize follow‑up. No formal motion or vote on their requests was recorded at the meeting. The commission's agenda later included planning, budget amendments and candidate presentations for upcoming appointment votes.
