Summary
The county approved a contract with Haworth Inc. for a behavioral health community restoration housing project funded through House Bill 5202, not to exceed $1,400,345, and approved related property purchases and budget transfers to support the project.
Yamhill County commissioners on Dec. 18 approved an agreement with Haworth Inc. to deliver a behavioral health community restoration housing project funded through House Bill 5202, with a not‑to‑exceed contract amount of $1,400,345 and an effective date through Dec. 31, 2026.
County staff told the board the contract will support housing and related services for residents with behavioral health needs. The board also approved a separate budget transfer of $500,000 from the Health & Human Services capital improvement fund to purchase two county‑owned former IT office properties at 636 and 626 Northeast 7th Street in McMinnville; staff said the purchases will be used to accommodate the project.
In addition, commissioners approved an amendment to a lease between Yamhill County Health & Human Services and the Housing Authority of Yamhill County that increases monthly rent from $3,873.52 to $3,982.37 retroactive to Nov. 1, 2025 through Oct. 31, 2026; the board voted unanimously to adopt the amendment.
County staff and a commissioner noted that Haworth has previously completed multiple county projects and was the low bidder on a related invitation to bid for construction at the Government Services Building, where the board approved an intent to award to Haworth for a separate $1.5 million plus project. All motions related to the behavioral health agreement, property transfer and intent to award carried unanimously.
The board record shows the Haworth agreement is to be executed upon final signatures; staff said the county will obtain final signed contract documents and notices to proceed where required before work begins.
