Economic development staff presented program eligibility: occupant of a vacant building inside city limits, submission of a business plan (assistance available via the Valley Sierra SBDC), attendance at a free predevelopment meeting, simple recordkeeping with quarterly feedback for one year, and exclusion of franchises, nonprofits and corporate chains. Historically the program has been funded with $30,000 from transient occupancy tax (TOT) and award counts have varied.
Staff said if increased participation exhausts available funds they will return to council for direction; council approved the increase 4–0.
