The manual raises the local preference from roughly 3% to 5% to prioritize local businesses where allowed and clarifies exemptions to speed certain procurements.
Finance director said auditors were satisfied with the revisions and that the update will put the city into compliance with federal guidelines and reduce prior audit findings. Council approved the item on a unanimous 4–0 roll call.
