Finance staff said the previous manual dated from 2005 and the new document expands to 93 pages with clearer authorities, formal award protest procedures, and new online bidding processes. The manual raises the local preference from roughly 3% to 5% to prioritize local businesses where allowed and clarifies exemptions to speed certain procurements.
Finance director said auditors were satisfied with the revisions and that the update will put the city into compliance with federal guidelines and reduce prior audit findings. Council approved the item on a unanimous 4–0 roll call.
