Warner said annexation timing varies but typical annexation steps (commission, council, LAFCO) take about 12–18 months once initiated, and the master plan is the first step in that process. The grant covers master plan preparation; additional capital improvements for annexation (curb, gutter, sidewalks) and service impacts would be the subject of later discussions and cost‑sharing talks with the county.
