Dubois County Council advertises $45,000 legal-services cap for sewer district, approves appropriations and hears 911 funding request

The Dubois County Council voted to advertise funding for several items and approved a series of appropriations at its most recent meeting.
Stuart Wilson, introduced as director for Dubois County Communications, asked the council to advertise a preventative maintenance/service agreement for two UPS cabinets that support the 911 call-delivery systems and the sheriff’s office jail network. Wilson said the units reduce a potential outage gap while generators start and recommended advertising $7,019 annually for a two-unit service plan. "What I need today and what this ask is for is for a preventative maintenance agreement for these 2 units," Wilson said. He noted replacement batteries are not included in the service price and that the commissioners had already approved the contract pending council funding.
An unidentified presenter asked the council to advertise an interim cap of $45,000 for a legal-services agreement with Creek DeVault to assist the Du Bois County Regional Sewer District on the Haysville sewer project and broader RSD matters. The presenter said the $45,000 cap represented roughly three months of work and gives the county protection while details are finalized; the council agreed to advertise the amount and scheduled a formal vote at a subsequent meeting.
On budget business the council approved motions to advertise $2,000 in the general fund for ambulance purchases tied to a donation, approved an $850 supplemental appropriation for WTH maintenance support, and approved a $250,000 additional appropriation for health insurance (motions were moved and seconded per the transcript; votes were taken by voice). A small internal transfer (about $158.84) within a community corrections adult grant to cover benefits and FICA was also approved. The council approved a slate of board and commission appointments set to begin Jan. 1, 2026, and other staggered terms.
Council members also received procedural updates: staff reported a January conversion to new financial software and reminded department heads to update job descriptions tied to a wage study. The council opened the meeting for public comment (see separate item on the Midstates Corridor RDA) and then closed the meeting without additional formal action on that topic.
Next steps: advertised items (UPS maintenance and the $45,000 legal-services cap) will return for formal action at a future council meeting.
