RCSD says Oracle payroll tickets falling but work remains; district to study alternatives

Summary
RCSD officials reported progress on Oracle payroll implementation — Jira ticket counts fell dramatically since October — but said staffing and system work continue; the administration will commission a feasibility study on payroll-platform alternatives.
Chief McDowell updated the board Dec. 18 on the district’s Oracle payroll rollout: ticket volume has come down considerably (from several thousand to roughly 560 at the time of the presentation), teams are grouping and tackling related issues to produce broader fixes, and payroll consistency for employees has improved though not all problems are resolved.
McDowell credited the payroll team, external partners and IT staff for the reductions in open issues and said teams are working around the clock. Superintendent Rosser added that the district plans to commission a feasibility study to examine whether a different platform would better meet RCSD’s needs and to build a path for a future transition if warranted.
Board members asked clarifying questions; no formal motion to replace Oracle was made. McDowell said the goal is sustainable payroll operations and that work will continue until payroll functions reliably for all employees.
