The Grants Pass City Council approved a resolution Dec. 17 to create two reclassified job descriptions — Utility Billing Manager and Information Technology Director — and to amend the non‑bargaining classification plan.
Aaron (staff) described the changes as operational and audit‑driven: the utility billing manager role would consolidate system administration and other responsibilities to improve segregation of duties within finance and to reduce fraud risk; the IT director role recognizes expanded policy and emergency‑management responsibilities associated with modern IT operations including AI and cybersecurity. Staff emphasized these are reclassifications based on current duties rather than requests for new full‑time positions, and estimated combined additional annual payroll costs of roughly $16,000 ($7,000 + $9,000).
Councilors asked for plain‑language clarification of duties and whether existing staff could absorb responsibilities instead of reclassification. Staff said splitting duties would require reclassifying other positions and that the recognized duties reflect market comparisons. The motion passed 6–1 (Indra opposed). The city will implement the reclassifications and fund them in the FY26 budget as described.
